Is it possible to preorder a graphics card?

I want to buy an Asus direct cu ii R9 290x they arent released yet and with bitcoin miners being assholes and buying out stock I've been without a gpu for a month or so i rather not wait any longer than i have to I live in the U.S.A. and would like to preorder one of these, i heard they are going to be released later this week? and just want the peace of mind knowing i won't have to search the internet banging my head on the desk looking for one

As far as newegg is concerned, all of the aftermarket cooled R9 290x's are $699 regardless of manufacturer. Frankly, for the same price as these aftermarket ones, you could pickup a 780ti that's faster, or a couple of 760s (for ~$500 total) for SLI which will give more performance than a single R9 290x.

The bottom line is: until bitcoin miners quit buying the cards and the prices come down, the Hawaii GPUs (R9 290 & R9 290x) simply don't have any more value than the equivalent nVidia cards.
