Is it possible to remove a Steam account + money back

I have learnt the hard way that PC gaming is very expensive. In order for me to buy Steam games I must pay for the game and the exchange rate, I bought a $50 AUD Steam wallet code + extra $32 to pay the exchange rate. I spent $82 AUD on Steam and that only got me 3 games, for that much money I could have bought 6 or 7 console games for $82 AUD. My question is can I permanently delete my Steam account and get my $82 back in cash?

Yes, you can request a refund on games you've purchased, even if you've already downloaded and played them (assuming you only played them a little).

Thank you, I read the Steam refund page and I am unable to refund my games. (due to the fact that I bought them at the start of the year) I appreciate your help mate.

Maybe where you come from games are cheap, but where I come from I must pay the exchange rate. (This is clearly explained in my question)
