Is it safe to clean an unplugged GPU with a vaccum?

I see a lot of people saying to do this, and others saying it generates static electricity. My GPU fans have a far bit of dust on them, and I can see a bit on the parts of the GPU underneath them. I've tried using compressed air, but it doesn't manage to blow it off. Or is my compressed air weak?
 
Solution
I would recommend a soft bristled paintbrush and knock all the dust off into the vacuum hose, dont drag it around on the card.
Not only would this prevent any static, but it also ensures you can hold the fans in place while you work (You dont want to spin them).

Is it safe to do this while the card is still in the PC, or should I fully remove it?
