Question Offline mapping programs??

I'm looking for recommendations for a mapping program you can use offline. Yes, to replace Microsft's Bing Windows maps now that it's deprecated.

Preferably something that's not basically spyware... and either free or a onetime purchase, not a subscription.

EDIT/CORRECTION: Bing Maps isn't deprecated, only Windows Maps. That's the Maps version that was (previously) a feature of Windows 10 and 11 default installs.

I use Here We Go maps. I know they have offline for the mobile phone but I'm not sure about the PC.
