Is it safe to plug the power cord into the wall before the psu in the pc?

Is it safe to plug the power cord into the wall before the psu in the pc? I replaced my hard drive, and forgot to switch my psu off before unplugging it. The pc was completely off, just not the psu switch. Then, when i plugged it back into the pc, it made a small crackle sound like how it does when I sometimes plug something into the wall. The sound does not persist after the cord was plugged in, but still i wonder is there any damage in this?

No its fine, the electricity just jumped to the leads of the cord. Itvwill only harm if you try to make and keep going making sparks which can either burn the cord or burn the outlet.
Sparks are normal.

there should not be any damage to it as the machine was off I do most of my replacements or upgrades the same.
