Is it safe to put the core clock at -400 and does it create more headroom for the memory clock?

I just got into gpu mining and I got a gtx 1060 3gb in my normal gaming pc, so overnight I put it up to mine sum ethereum for me (16mhs). But then I got into overclocking the memory to a stable +550 mhz now it's generating 19.2 mhs. Then I read online that the core clock doesn't really matter for mining, so is it safe to underclock the core clock, and would it make me able to overclock the memory even more?

(note, I changed nothing on the voltage settings)

Yes, it is safe. No, it will not increase memory OC headroom. You reduce core clock (and voltage) to reduce heat/power consumption, with little hit to mining performance if done correctly.
