Is it the right time to buy a new gpu?

Hello guys.. I was playing The Witcher 3 using my Gigabyte R9 270X and it wasn't that good (50 fps~ on mid settings). So I was wondering, should I buy a new gpu now? Or is there a new gpu upcoming which WORTH waiting? and what is the expected release date? considering that money is not the issue, because I want a gpu that stands for years so any gpu between 500-700$ is ok

CPU: i5-4590
Motherboard: ASRock Z97 Anniversary
RAM: 8GB
PSU: Corsair CX600

I've been surfing the internet for a week looking for the best answer but I didn't find it.

There will always be a new card worth waiting for, so you should just upgrade whe you need a new card, right now is as good a time as any to upgrade as Nividias Pascal probably won't come out until late this year and Amd(as much as I love them) takes forever for new GPU architectures.

You're right, what would you choose as the best gtx980ti? because they're ranging from 600 to 700 and I dont know if its really worth it paying more 100$ or not?!
