Not likely needed.
But, as a test, in windows power management, reduce the maximum cpu usage from 100% to 90% and see how, or if it impacts performance.
No impact suggests that the 4090 is your limiting factor, probably for 4k fast action games.

If you have no budget restrictions, wait a bit for the i9-13900KS

Short answer no.

Long answer, the extra efficiency cores and cache and the little bit of frequency aren't going to have a huge impact on games. Games will still run on the P cores and there isn't a huge difference between 12th and 13th gen P-cores.
 
To be more accurate, the i9-12900K has 24 threads and a passmark rating of 40158 and a single thread rating of 4201. The single thread performance is usually the more important metric for games.
The I9-13900K has 32 threads and a rating of 59560/4685.
The single thread performance boost is because of improved architecture in the P cores.
 
No such thing as a "bottleneck"
Where improving a component can cause a reduction in performance.
Think instead as a limiting factor.
Usually cpu or gpu but it could be lack of processing threads or ram.
For example, if that 12900K were replaced by a 13900K your performance would be better.
The question is by how much.
More for a cpu centric game, less so for a graphics limited game.
In this case, probably not much worth doing.
