Hi, my cpu i5-4670k, mobo- gigabyte z87x-ud3h, os- windows 10

when my OS is on balanced power plan my cpu goes 800mhz on idle but whenever i select high performance powerplan my cpu stays at max clock of 3800mhz even on idle though on both power plan my cpu's vcore and power usage stays almost same on idle which is much lower when cpu is on load. Now is keeping CPU on max clock (3.8ghz) always by selecting high performance powerplan harmful to my pc hardware?
