[SOLVED] Is lowering turbo boost max power & short max power safe? what does it do?

Does this decrease clock speed if there is no power? what happens if I set Turbo Boost Short Power Max and Turbo Boost Power Max the same vailue like 65w? does this make short power max useless? (I'm experimenting)

that might just as well turn off turbo boost.
