[SOLVED] Is my amd rx 5700 not good enough?

Hi, I am trying to play 4k resolution games, currently Assassin's Creed Syndicate, but my rig simply cannot handle 4k with ultra settings and I was wondering is the GPU the problem or something else? I did not try overclocking or anything like that. I am getting around 10 fps with my current rig on ultra settings.

Ram 16gb 3200mhz,
GPU amd rx 5700 8gb,
windows on ssd 150gb,
games on seperate HDD 1tb and more files on another HDD 1tb.
Monitor 32inch 4k, using DPI.
Usually have 1 program open or so in the background. I don't know if it overheats, I have 3 case fans and a NR600 box with a...
I think 750w PSU.

Definitely gpu. 4K 60fps in AAA games is incredibly demanding and not even a 2080Ti can always achieve it at ultra settings. A 5700XT is better suited to 1080p-1440p.
