is my asus m5a78l compatible with a gtx580 I have a 650 watt psu?

clarification on gtx580 + asus 781L compatibility, I bought a secondhand gtx580 and it has no output and the fan does not turn, the vendor says my computer is "nowhere near" powerful enough, I did connect both power inputs (6 and 8) and my gtx 550 ti works perfectly well in the slot both before and after trying the 580, I think he is wrong and that the item he sold me is faulty!

I know that, that is why I ask the PSU. If the PSU does not have enough juice to power the gxt580, and the monitor will get nothing and the fan does not spin. Or like I said the gtx580 may has problem too. But first thing first, make sure the PSU can handle the gxt580. Then you know the gtx580 has problem or not, because it is the 2nd hand.
What is your PSU?
Your MB has the pciex16, so the gtx580 will fit, but when you use high end GPU the PSU requires not only need enough watt also need enough Amp on the +12V rail, like for the gtx580, you need the 600W PSU with 40Amp on the +12V rail. That is why I ask your PSU.
You said the gtx550ti works perfectly well because the 550ti only need 400W with 24Amp on the +12V rail. So I guess the problem maybe from the PSU. Or maybe the gtx580 have problem.

Solution

its an ATX 650W switching, the combined amps on the 12v are 19 and 20 I think therefore it might be insufficient I am going to try an upgrade before I return the card.
