Is My Cooling Enough?

I'm getting 2 MSI GTX 980 Ti 6Gs and I'm willing to get 9 fans to go with it. Is that enough to keep the computer in a good temperature with low noise? Or should I go with liquid cooling?

for the best temperature and speeds i highly suggest liquid cooling and especially for the noise. if you're okay with a bit of noise the fans should suffice
