You're lacking in the performance department due to the use of a DDR4-2666Mhz ram kit. If you're able to, you could get a slight bump in performance with running a DDR403600Mhz dual channel ram kit to pair with the Z series motherboard in your build.

What resolution are you gaming at? You might want to look at higher resolutions for your gaming and see if you're getting higher numbers.

I am playing at 1080p but usually at higher fps rates like 120+

Baldurs Gate 3 (on ultra) is struggling to reach 55-80 but I guess that is because the game itself is very poorly optimized?

At 1080p it's CPU that does most work.

The 9700K is actually pretty strong. But what was said, does not matter on 1080P. You can elevate some fps when playing on max settings but don't expect much however ( not sure about your monitor ) You can fake 4k and it takes some of the pressure off the GPU.

My guess is that you are relatively well balanced.
There will always be a limiting factor, cpu/gpu, sometimes within the same game.
Try some experiments:

Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

Limit your cpu by reducing the OC from 4.9 to say 4.2
If this makes a difference, your cpu is a limiter.
