is my cpu a bottleneck?

I put a pc together today with ubuntu. It's an old emachine
Gt 630
Celeron 420
2 gb RAM
I tried to play some cs:go and I was getting horrible preformance. At first it was because it was using on board graphics. I updated my gpu drivers and it is using the gpu but with no better preformance. Is it a cpu bottleneck? My laptop runs it on lowish settings 60 fps with a celeron 1000m and integrated gpu. Could it be drivers, ubuntu or steam/the game itself?
 
Yea that old Celeron might not be be able to push the Source Engine very well but then Celerons of today aren't as bad as the ones from 5 years ago. The Graphics card should be ok for Source stuff. I have a BIOSTAR NM70I-1037U Intel Celeron 1037U Dual-Core 1.8GHz that i use as a daily PC/Media Server. Have a SSD as the OS Drive and it works pretty good. I can play like The Walking Dead just find. Only a little lag. I tired doing the Stream Streaming feature and have my high end gaming rig do all the work and stream it to there. It was ok. It lagged quite a bit, but borderlands was still playable. It is most likely your CPU.

Edit: IDK Why but i googled the 1000m thinking well thats not too bad...Then googled the real one in question.

Yea its the CPU no doubt about it now XD
