is my CPU bottlenecking my GPU?

My FPS in games used to be good. For example, in counter strike global offensive, i used to get around 200-300. (my gpu is a gtx 650 ti 1gb) now im getting 80-180.

But whats weird is, i reinstalled drivers and updated my GPU, and played counter strike again, and i had my original fps back (200-300). I turned off my computer to sleep cause it was getting late, and when i wanted to play today, i had the bad fps again :/
 


my cpu is a intel i3 4130 3.4ghz. no i did not install any program before i went to bed. i downloaded a anti virus software to see if i had a virus and i had none.
 
Well theres no way in which that cpu would bottleneck that gpu... but it might be a temperature problem. Download Msi Afteburner and check the temps while gaming. Cpu should not exceed 75 degress and for gpu it should not be above 90.
 


when i play a game, the gpu temp is 40 and cpu temp i 37 or so :/

i really dont know what wrong with my fps
 
Do you run any command lines in the console when playing? run net_graph 1 and see if you are getting any choke/packet loss, it could just be the server your on. CSGO is notorious for having shit servers
 


yes i do have command lines, i checked how much my gpu uses in csgo. My Graphics card only uses 40-50% of its power, and my cpu is 30% or less. What is happening? CSGO used to run great on this setup.
