[SOLVED] Is my CPU bottlenecking?

Is my CPU bottlenecking my PC? I play at 1080p and usually 144hz. I feel like sometimes my frames are too low for the card I have.

Just because an 8400 is not delivering the same FPS at 1080P as a 9900K, this does not mean the term 'bottleneck' should be be thrown about quite yet....; let's just say it's frame rates are understandably a tad lower at 1080P. The 8400 might not be a 9900K, but, it's then no i5-6400 either!

(There was an awesome comparison of CPUs with a variety of games using a 2080Ti on Youtube, look for '7700K revisited' by Gamer's Nexus....it shows 1080P and 1440P scaling from 9900K down to R5-1600 and below.)
