Question Is my cpu broken? AMD 7950x3d

Hey everyone,
New PC (been debuging for 3 monthes) I'm having an issue with softreboot and getting code 0d, it happens randomly. My benchmark scores are low, and userbenchmark claims I'm in the 0th percentile, while Cinebench R23 usually gives me around 32K.

I think the CPU had issue

Description of Original Problem: new PC (been debuging for 3 monthes) I'm having an issue with softreboot and getting code 0d, it happens randomly. My benchmark scores are low, and userbenchmark claims I'm in the 0th percentile, while Cinebench R23 usually gives me around 32K.
Troubleshooting: I tried 3 bios versions, with and without OC profile/memory stocks. Temperatures are okay, max at 89 but usually at around 50 (room temp 24). I formatted the Windows twice and made sure all drivers were up to date. I tried with and without ice/armory crate. I reassembled the motherboard and checked everything was as it should be, reapplying the thermal paste. I also changed the frame. I tested with/without GPU.
I firmly believe it is a CPU/Motherboard issue or both.

User benchmark is considered to be junk science. ignore it.

I see nothing wrong with your processor.
The problem is likely to be software related.
Update your bios to currency.
Look in your installed programs list for an app you do not recognize or that is not necessary.
Disable apps that are not necessary.
Driver update apps, motherboard supplied utilities, and so on.
Stop running apps that might interfere. discord for example.
