Is my CPU dead?

My computer will not post. I have taken mobo out of case and tried to get it to boot with just CPU( i7 4770) and cpu fan. Still nothing. The cpu fan starts to spin for 1 second then turns back off. I replaced the motherboard and it still does the exact same thing. At this point can I be 100% certain that my CPU has failed?

Might be the power supply or ram. Try to test it with another power supply if it's still not working try it with different ram (check the motherboard brands website to see wich will work for sure.)

I have already tested with another power supply. Shouldn't it still post without ram? I tried taking the ram out completely and it still just shuts off.

you need ram to post.

Of course it won't post without ram but you would get system beep codes.

My case does not have a speaker. I don't think it stays on long enough for any beeps even if I could hear them. It barely comes on for even a second.
