Question Is my CPU dead?

What happened was one day I turned on my computer and Windows could not successfully boot. I kept getting this error message for Bad System Config. It would not let me fix it. I was about to wipe it clean and fresh install...But it just wouldn't turn back on. I'd click the power on button, and the fan would attempt to spin and then stop.

Changed the CMOS, can't see any abnormal capacitors on the motherboard (LED on motherboard lights up too when PSU on), no bent pins on the processor. Tried without GPU. Tried removing a stick of RAM. There is still an LED lit on the motherboard. I've removed the PSU and done a paper clip test, and it ran with the paper clip. Checked all cables, but no luck.

What do you think I should do? Buy a new CPU? Or is it easy to narrow down the problem with certain hardware?

It's not exactly a new machine. 3 years old or so and nothing special.
