Is my cpu limiting my fps?

I'm almost 99% sure that my cpu is bottlenecking my system, but I wanted to ask the community before I started researching new cpu/mobo to get.

My build is:
GTX 760
AMD A10-5700 APU
8GB of DDR3 ram
Samsung 850 EVO (I store most of my games on this ssd and windows and the rest of my files on a separate hdd)

I got a desktop PC for free 3 years ago and decided to just upgrade some parts rather than build a new gaming PC from scratch. Anyways, when I play medium heavy games like Overwatch on low, each of the 4 cores reach 90-100% and my gpu runs at ~50%. This obviously looks like a cpu bottlenecking problem, but I wanted to ask to be sure.

I'm planning to buy new hardware in the next few months. My budget is no more than $350 for a new micro ATX and CPU (and possibly new ram)
