is my cpu or gfx card messed up?

i have a new 3.06 ghz cpu and ATI radeon 9700 pro. Both are performing subpar. I can barely score over 10,000 in 3dmark 2001 se. My old athlon xp 2200+ outperforms my 3.06 ghz cpu according to pc markd 2002. Is something wrong with these parts? or do i just need to do some tweaking?

My specs:
MSI 845PE Max
Pentium 4 3.06 ghz cpu with hyperthreading
Ati Radeon 9700 pro(catalyst version is 3.1)
2x256 Corsair xms pc3500 ddr ram
Soundblaster live 5.1
Intel pro 10/100/1000 ethernet card
80 gig western digital with 8 mb cache
Lite-on 40x12x48 cd writer
DVD rom
17 in. CTX crt monitor
creative 5.1 speakers
350 watt enermax power supply

Try a larger power supply. The one you have now is a good one, but it may not be big enough for the configuration that you have. It may be stressing the powersupply for enough. Not enought power means you wont get the enough power to your chip and such so that perfomance will be increase. You get my drift. If that doesnt do it, I would check your BIOS settings. Something may be wrong.
 
Check your cpu temps, P4's throttle speed at high temps.
