Is my cpu running to hot?

Unless the paste has extremely high viscosity, any major excess will get pressed out in fairly short order so the "insulation" effect would be rather short-lived in most cases.

I would be more worried about the mess it will create under the heatsink as mount pressure and heat make excess ooze out from the CPU-heatsink interface along with the associated reduction in mounting force from the heatsink "sinking" into the goo if it was outrageously overdone. With metallic pastes, I would be even more worried about excess paste causing short-circuits on the CPU substrate.
 


That's correct. Some TIMs needs a few burn cycles to cook, before they achieve maximum thermal transmission.


It sounds like your problem was your cpu fan profile(spinning too slow, not enough air flow). Perhaps you had a utility that slowed down your fan speed, reinstalling windows would have cleared it.
 


I find it easiest and less of a hassle to just buy non conductive thermal paste. A higher quality TIM is only a 1-3c difference max. a different fan/heatsink would easily be the better option if you are that worried about temps.
 
I reapplyed it like 5 times with different amount of paste... But i made a new discovery, i had my case side open and it was like 33idle and 63 at load. But with the side on the temps is 40C at idle and 59 at load.. The fan goes with higher speed even at the same temp, so for example at 40C the fan runs at 1700rpm with side on, and with the side on the case it runs at 2000rpm at the same temp, why?
 


The airflow in your case sounds terrible, your fan has to spin faster to get the air moving out of the case to prevent heat buildup.
