is my cpu running too hot?

i have a dell xps 15 l521x. during normal use the temp runs between 55 to 70 degrees Celsius. but when gaming it runs between 88 to 96 degrees Celsius.
seems like a stupid question but is it running too hot? i have been having serious issues with gaming where it will run in excess or 70, 80 or even 90 fps but then will drop to 30 or below. i was thinking that the temp could be a possible issue. also it claims to be able to run at 3.1ghz but only ever reaches just below 2.8ghz

That's too hot. Cpu can downclock itself to decrease temp and avoid failure.

Remove heatsink and reapply thermal compound. Clean heatsink and make sure it sits firmly on CPU.

Don't use too much force on heatsink screws to avoid damage.

i thought as much. i had dell come out and they replaced the motherboard, thermal module and fan. they also applied thermal paste or pads to deal with heat issues according to the tech i spoke to. since then the issues haven't changed. and its still slowing down a lot. ill contact dell again. thanks for the quick reply

If it's still under warranty then just force them to fix this for you. If they can't, declare a war and request new laptop.

HAHA, thats my plan. ill be requesting they make a permanent fix. im worried that the issue would still remain with the all the l521x laptops and not limited to mine. hopefully they can do something to rectify the issue. otherwise ill be building a gaming system.
