Question Is my CPU the problem? - Garbage gaming performance with 7600x

I recently build my first pc:

Here are the specs.
Here is my issue: I get ******* FPS.
I play in 1440p, mostly Hogwarts Legacy and RDR2.
Can’t put anything in the graphics settings (texture, lighting..)at more than low without getting crashes or low FPS ( around 50).
I did do a benchmark test on rdr2 that says I get 120 fps. Not sure why that doesn’t translate in game. I have to restart my computer like 5 times everytime I want to play rdr2; or else, it’ll crash or stay stuck on the loading screen. For HL, just in general bad fps and constant lag.
I’ve been reading online that I should be getting a better performance than this with a 7800xt.
All of my drivers are up to date, motherboard BIOS too. Expo enabled.
I often get crashes playing RDR2 where my cpu will become crazy hot and jump to 90 degrees celcius.
I’ve always hated dealing with software issues so I haven’t looked into everything with great depth. Love hardware, hate software.. You know how it is.
It feels like I shouldn’t be having any problems running games with my set up. But I do. Only thing I can think of is maybe my CPU is too weak; idk.

Use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU driver sourced from AMD"s support site in an elevated command, i.e, Right click installer>Run as Administrator.

You might want to include images of your build and by that an illustration of how the AIO is setup in your build as well as the orientation of the fans in said case. Host your images on a site akin to Imgur or their ilk and then pass on a link for us to see.
 
Monitor your gpu and cpu usage during gaming. If the gpu is going low like below 90% when you get low fps and the cpu is running crazy and hot, then it's the CPU that can't keep up. That would explain why you do ok in graphics benchmarks but it doesn't translate in games.

Also, you say that expo is enabled. Is the voltage set to 1.35 V? It's not clear if this Teamgroup ram is optimized for expo or xmp, but expo usually runs at 1.4 V and xmp at 1.35. At 1. 35 V 6000 MHz CL30 on an AM5 board it might not be stable and cause freezes and crashes.
