is my cpu weak

CPU Type QuadCore AMD A8-9600, 3400 MHz (34 x 100)
This cpu came with my computer but it is listed very cheap online i was curious as to why when my system page says its has a 3.10hz clock speed

On a 60Hz monitor, max fps is meaningless. Min frames is everything. As long as minimums are relatively close to 60fps,wont make a difference if yo get 100fps max or 500fps max, you literally can't see anything beyond 60.

Is that APU weak? Compared to an i7-8700k its abysmally weak. Compared to a 7th gen Pentium or prior its decent. It pretty much lands somewhere in between a Haswell i3 and a Haswell i5 in ability. Any possible OC would be a bonus.


download CPU-Z to check the model and make of the CPU, sometime it's running in reduced speed to save power. you can turn that off by choose performance mode in power options.
 


3.4 GHz is the max boost clock, 3.1 GHz is the base clock (I partially misunderstood the question).

 
It won't be cranking out 135 fps in Battlefield 1, but, might perform 'ok' for several games, as folks' standards of what are considered good frame rates vary widely depending on what sorts of frame rates/fluidity they are used to..

Your GPU is 65% or so of the performance equation generally and, especially so at 1080P and above. (If your rig is relying on integrated graphics of the APU, you will likely be limited to 720P resolution to achieve decent framerates....depending on the age of the game...)
