is my ethernet port and pcie ×16 fried

i want to know if my motherboard's components are fried after a lightning. My ethernet port has light green lit all the time but no internet it says install a driver for network adapter. When i plug a gt 730 on the pcie it only spins the fan but cannot be read and when i put the vga on motherboard it has display even if the gpu is plugged and spinning then i bought a pcie x1 lan card it has no power but everything works fine the motherboard boots up and i can still play on the pc.

Here's my suggestions.
Go buy the best surge protector you can afford.

If the modem is fried, no wonder the PCIe x1 LAN card won't work.
Reset the BIOS to use the external GPU.

Update us with your results.

the moden was replaced if i buy a surge protector what will it do?

It will protect your PC and anything else that is plugged into it from getting "fried" by the next lightning storm.
Buy one that has Ethernet ports protection.

It looks like your motherboard might be OK but I can't tell until you complete the steps I suggested.

Did you try your PCIe x1 LAN card in all of your PCIe slots?
You can safely plug a PCIe x1 card into x4, x8 or x16 slots.

psu:650 watts not true rated
i dont know the brand of lan card its chinese

tried it on pcie x16 and x1 still no power on lan card but if i plug the gpu the fans spin but no signal when plugging on gpu but there is on motherboard

Sounds like you have done complete testing.
Unfortunately I think your motherboard is broken.
You will have to buy a new one.
Please also buy a surge protector at the same time.
