Solution
what are "2021 standards" supposed to be?
if you ask some they would say 4K at 100+fps with highest settings.
others might say 1080p at 60fps with medium settings.
corsair vengeance rgb pro 32gb 8x4
better off with 2x 16GB dual channel modules.
SAMSUNG 980 PRO 1 TB
better with a smaller M.2 for the OS & applications,
plus a large 2.5" SATA SSD for games,
plus a larger drive(possibly external) for backups & extra storage.
that's a pretty low tiered GPU.
dishing out for a 10700K but skimping on the GPU seems kind of pointless.
if a more powerful card is available, go for RTX 3070 Ti or higher.

why wouldn't your "friend" come here themself
or why wouldn't you just direct them here?

Thanks,
How much does that cost and what country is he located?

How so, specifically?
The whole idea of a gaming build (especially if you play first person shooters) is getting the most Frames Per Second as possible. The OP still hasn't answered my questions about cost and country but I can tell you right now if it cost what I think it does then I can think of multiple ways to fit an RTX 3070 in that budget. There's nothing 'high end' in regards to an RTX 3060 with that budget.

There is nothing particularly wrong with a 3060.
Similarly, the chosen CPU, SSD, etc, etc...
It is a reasonably good parts list.

Stating "its a mess" is premature, especially as we have, and as you've indicated, no details on cost/country/use.

It's a mess for a gaming build no matter what country .. US, UK, Canada, EU, Australia .. throw in the rest of the world. Don't even get me started on the 4x8GB of RGB RAM or the 850w psu that's sure to be a Cooler Master.

A better look at that board.

A better look at that case.

Swapping a Samsung 980 Pro for a PNY ?

Sure...OK.
I know that the actual diff between PCIe 3.0 and 4.0 is trivial in a gaming system, but I wouldn't swap Samsung for a PNY in any parts list.
What's wrong with the PNY 2130?
