Question is my gfx bottlenecking? 55fps average on most games even emulators

as title is saying i have RYZEN 5 3600 and 8gb 3200mhz one stick btw and GT 1030
i get mostly 55-57-58 mostly 58 and 56 on emulators even PS1 emulator and also i play elden ring and some locations get either 30 fps sometimes and sometimes its 15fps???
sorry for this stupid question but recommend me good priced graphic card to buy if its the issue cuz i live in third world country

GT 1030 isn't a gaming card, but what's likely hurting more than anything is the single ram config. That's just a straight up no-no for playing games with today.
You might be able to get away with just adding another stick of the same ram... problem is, that method doesn't always work. The safest route is to buy a new 2x 8GB kit.

60 30 and 15 are all vsync numbers so look if you have vsync enabled and disable it from the drivers. (nvidia control panel)
