Question Is my GPU artifacting?

So a couple days ago after playing some games the screen on my monitor starting showing these green and pink pixels. They disappeared after I set a fan curve in MSI afterburner, however they are back and look like this:

Also, my GPU no longer shows up in HW monitor or MSI Afterburner.

Here are my pc Specs:

• CPU: AMD Ryzen 5 3600
• MOBO: Asus PRIME X570-PRO ATX
• PSU: Corsair RMx 850 W 80+ Gold
• MONITOR: ViewSonic ELITE XG270 244Hz
• GPU: Gigabyte GeForce RTX 2070 SUPER
• MEMORY: Corsair Vengeance Pro 16 GB

I reseated the gpu, swapped the HDMI cable and preformed a clean Nvidia driver install and I still is showing the lines, any other tips?

That's unusual, make sure you have drivers installed for your card cause that will then allow you to underclock so that you can see if it sorts it self. How long have you had this card and where did you get it from?

It worked fine for like a week when I got it, then the lines appeared but the gpu still showed up on HWmonitor and MSI afterburner. A little while after I downloaded MSI afterburner to adjust the gpu fan curve the GPU no longer showed up registered anywhere. I got the GPU a month ago from https://www.bhphotovideo.com/
