Is my GPU bad? Or am I doing something wrong

I just built a new computer and it would not boot (even into BIOS) with GPU plugged. I unhooked the GPU and it booted fine.
I went into BIOS setting and PEG was selected as default. If I switch the boot mode to IGD, the computer will boot fine, even with the GPU plugged in.

Booting in PEG with GPU plugged in - does NOT work
Booting in PEG WITHOUT GPU - DOES work
Bootiing in IGD with GPU plugged in - DOES work
Booting in IGD without GPU plugged in - DOES work


My set up-
CPU - Intel i7 6700
MOBO- MSI z170a
GPU - MSI GeForce GTX 1070
Memory - 16 GB HyperX Fury
OS - Windows 10 64 Bit
 


monitor hooked up to gpu?

all old gpu drivers uninstalled?

motherboard bios up to date?

all pcie cables plugged in?


make and model of psu?
 
No it is hooked up to the mother board. Should it be plugged into the GPU instead?

This is the only gpu I've had.

Bios is up to date.

The GPU is plugged in and powered on.

Psu is EVGA xr-80 gold 750
