[SOLVED] Is my GPU broken or what is happening?

So I just bought a completely new PC and built it myself. This also was the first time I've build a PC and now I'm getting some weird flickers ingame I cant really explain. And I'm just not sure why it does this like when I'm just on my desktop not playing a game everything is normal but when I go ingame then after a while it starts flickering sometimes. Could this be the drivers, cables not plugged in fully or could there be a hardware failure?

Here's a video filmed from my phone it like kind of stutters some times, it isn't always like this but when it happens it goes crazy.

Anyone knows what is going on?

hello, with all your listed components, please download the gpu driver from https://www.geforce.com/drivers/results/156780 , then download the display driver uninstaller from https://www.guru3d.com/files-get/display-driver-uninstaller-download,20.html , extract it, then unplug the internet(ethernet) cable from the pc, right click on extracted display driver uninstaller EXE file, open as administrator, pick NVIDIA , and pick Uninstall with Reboot , after reboot, please open your previously downloaded GPU driver from Nvidia, install it, after installation is done wait for 10-15 seconds and then do the reboot again, then you can plug the internet cable back and hopefully it will fix your issue, if no, we, people, will look...

GPU: Gigabyte GeForce RTX 2070 SUPER GAMING OC 8GB
STORAGE:
Samsung 970 EVO Plus 250GB M.2 2280
Samsung 970 EVO Plus 1TB M.2 2280

Motherboard running temperature of 30-35 °C at idle and won't go above 50 °C when playing.
GPU running temperature when at idle 45°C but mostly 50-60 °C never really goes above 63°C when playing.
CPU I can't see the temperature when using Speccy.

Additional note: Most of the time I can play without seeing anything but then sometimes and only after some time that I started my PC it will start flickering.
