Hello, every time i put load on my GPU screen goes black and i have to hard reset. i can browse the web and view youtube videos with no artifacts or crashing but any heavy load immediately crashes the whole system

Monitor GPU temperatures, and CPU temps for that matter, it could be thermally protecting itself, or faulting out causing a system lock.

This also could be related to the PSU not supplying enough power to your components.
If available, you could try different power cables to supply power to your GPU (avoid using 2 pcie power cables from the same leg of power).

Make sure you have the latest video drivers as well.

If this all looks good, you could check your RAM for issues by running Prime95 (lots of ram usage mode) or other various RAM scanning utilities.

Thanks for the replies, the GPU stays very cool under 60C even after an hour of benchmarking,the cpu USED to get quite hot but has since been extremely clean, i think the PSU was a cheap brand @600W but its still pumping 12.3v.
I was going to RMA the card (since HiS says it comes with a 2 year warranty) and of course the seriel number "does not exist" since HiS offer almost no customer support, i really want to get this card fixed.
 
Avoid cheap PSU's, there is a reason they are cheap, and if/when they fail, they can do damage to anything they are connected to. Spending an extra 100$ on a PSU could mean the difference between stability, and needing to buy a new cpu/mobo/ram/videocard because your PSU smoked them all.

I learned the hard way.

Hey guys ive been having some serious graphical issue as of late.
Everytime i boot a game up (WoW 6.0 has been my dummy since its not so hard on the gpu) crashes within 5 seconds.

If you had another video card laying about (or friends/family) I would try replacing the 7950 and check if stability changes.
You could uninstall your graphics drivers, and reinstall the newest if you haven't tried this yet.

Are you able to put load on the CPU and maintain stability? (Prime95 or Intel Burn Test, etc..)

Have you tested Ram stability? (MemTest86)

Just because windows thinks its a gpu issue, doesn't necessarily mean that it is the true culprit.

Yeah i can use my old radeon 2600XT to game and its stable with no crashes., Ive re-installed the adm 14.12 drivers numerous times as well as a win7 reinstall and a couple of registry edits
 
Hmmm... If you get MSI Afterburner or similar software you could attempt to increase the voltage slightly to your GPU to see if this helps your stability at all. You may be able to do this through CCC, but its been awhile since my last ATI(AMD) card.
You could also try way under clocking your card with this utility, it may help as well, at least for diagnostic purpose.
