Is my GPU defective?

The fan simply does not spin at all until i'm playing a game at full load and then it blasts up to maximum speed. And then goes back to not spinning at all.

It is still under manufacturer warranty so I should be able to return it but I am wondering if it's something that can be remedied by myself.
 
Solution
It sounds like a power saving mode for the graphics card.
There is no need for the fan to cool it when the temperature already is fine.

I've heard the new asus cards does that. The fans ain't spinning 'til the temp reaches 60 degrees Celsius.

Sorry for not stating that. It's an XFX HD7850 2GB core edition single fan GPU.

The card works perfectly fine as i'm using it right now, it's just the fan physically just won't spin.
