Is my GPU dying or is it just a weird driver/program conflict

I don't recall this ever happening on 8.1 or 10 (pre 1511), but in game there's sometimes a red or green thin line that flashes across the screen for a second (if you're observant like me you'll see it). Usually it's seen when I come out of a game.

I think it may be related to Teamviewer 11 somehow clashing with the latest Windows update, because in the short test I did to fix something else (now fixed) when I closed Teamviewer completely, no issues. Started Teamviewer again and got the issue I described. Closed it, no issues

Bonus question(s): Will changing my CPU from a 4570 to a 4790K improve my framerate/game performance or is there not much point (atm, there aren't many games this computer can't do well)?

First of all, the Teamviewer may be causing the problem. Don't get scared, if your GPU was dying, you would know. Now, about the bonus question. There wouldn't be any point in doing so. The upgrade isn't very big, and you would only get like 3-4 fps boost.
