Question Unusual gpu behavior

Hi! I have had this weird problem ever since I've built the system almost 6 months ago. My system is underperforming by quite a bit. I know that you shouldn't base the performance of others but in this case it is quite drastic. Here are my specs for starters:
CPU: i3-10105f
GPU: RX6600
RAM:2x8GB DDR4 2400mhz (i believe)
MB: H510M S2H V3

When I look at others gameplay, for example PUBG, they play at 1080p Ultra settings ~120 fps, while i struggle to get that fps on Very low settings. My CPU runs at 100% almost all the time while playing and my GPU is almost too but only while in the lobby, not in game. When I play with metrics enabled during gameplay it sits at 40% frequently dipping to 0 or close to it. I can't find anything to try to fix it other than reinstalling drivers and playing around with xmp which I've done.
 
PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Look in Task Manager and Resource Monitor/History. Use both tools but only one tool at a time.

Open the tool window so it can be fully seen and watched. Observe the graphs as applicable....

Check when the system first boots, then as you do simple tasks, etc., then while gaming.

What system resources are being used, what is using those resources, and to what extent?

Watch what changes especially when performance falters.

Anything unknown or unexpected showing up?

PSU: XILENCE XP550R11 550W, got it used
Disk drives: SAMSUNG SSD 860 EVO 250GB (64 GB Free)
WDC WD10EZEX-08WN4A0 1TB (234 GB Free)

I wanted to test the GPU so I tried using Radeon performance graphs while running Heaven benchmark 4.0 by Pressing Alt+R while it's running. I got some weird results.. When running tests on normal settings, overclocked, underclocked, ever so often the usage dipped and power consumption as well, usage close to 0% and usage from 100W to ~60W while GPU temperature stayed the same at 55 Celsius. I ran the basic test on CPU-Z for benching the cpu and got within 100 points of the supposed performance for both single and multi thread.
Otherwise the only thing that is out of the ordinary would be on really rare occasions the pc would freeze for max 2 seconds and then return to normal.
