Question Unusual gpu behavior

Hi! I have had this weird problem ever since I've built the system almost 6 months ago. My system is underperforming by quite a bit. I know that you shouldn't base the performance of others but in this case it is quite drastic. Here are my specs for starters:
CPU: i3-10105f
GPU: RX6600
RAM:2x8GB DDR4 2400mhz (i believe)
MB: H510M S2H V3

When I look at others gameplay, for example PUBG, they play at 1080p Ultra settings ~120 fps, while i struggle to get that fps on Very low settings. My CPU runs at 100% almost all the time while playing and my GPU is almost too but only while in the lobby, not in game. When I play with metrics enabled during gameplay it sits at 40% frequently dipping to 0 or close to it. I can't find anything to try to fix it other than reinstalling drivers and playing around with xmp which I've done.
 
PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Look in Task Manager and Resource Monitor/History. Use both tools but only one tool at a time.

Open the tool window so it can be fully seen and watched. Observe the graphs as applicable....

Check when the system first boots, then as you do simple tasks, etc., then while gaming.

What system resources are being used, what is using those resources, and to what extent?

Watch what changes especially when performance falters.

Anything unknown or unexpected showing up?

Here are a few quick tips to improve your system's performance:

Update BIOS and Drivers: Ensure everything is up-to-date.

Enable XMP: Make sure your RAM is running at its rated speed.

Lower In-Game Settings: Adjust graphics settings to Very Low.

Close Background Processes: Free up CPU resources.

Upgrade CPU: Consider upgrading to a more powerful CPU like an i5 or Ryzen 5.
