Is my GPU or CPU broken? help

So I watched this video: https://www.youtube.com/watch?v=slrcvD9rIBI&t=35s , he plays CS:GO on highest settings and gets stable 170+fps. The Problem is that I have Asus Strix (not OC) GTX 960 4GB, 8GB RAM, Intel i5-4460 and Windows 7. Now he(the video) has MSI GTX 960, but only 2GB (I have 4GB), 4GB RAM (I have 8GB), same cpu, but he has Windows 7 Ultimate, I have home premium. I'm getting 80-140, depends where I am( note! This guy is recording and !he has stable 170 or more fps! everything on high and playing full HD, I play on 4:3 and everything on low. I haven't locked my fps, but this doesn't make any sense?! What am I missing? Help
 
CS:GO is CPU bound rather than GPU bound, so the GPU doesn't make too much of a difference.

Could you give me your temperatures while in game for both the GPU/CPU, and also the usage for the CPU/GPU.

Your OS shouldn't make too much of a difference, unless it is x86 or x64 (32-bit or 64-bit).

 
Hey, I got the temperatures, might be bit shocking.
GPU Temp was around 44-47 Celcius
GPU usage was around 20-40%
CPU Temperature was 100 Celcius
CPU Usage was from 60-99 %

I think CPU Temp should not be that high, but why does not my intel stock cooler won't work, but could this be the problem and do I solve this by buying new cooler?
Or is there something in the settings that makes it that high?
