Is my GPU overheating?

Hello! I have a GTX 1060 6GB on a brand new pc. I noticed I can run medium to high graphics on most games but my gpu easily goes up to 90° when I run my fans low. But even with my fans running fast it still goes up to 80°, just slower, so I'm forced to run lower graphics even on lower demanding games like Fortnite to have decent temps. I started using Vsync to help me out and its working, but not as much as I would like it to. I use MSI Afterburner for monitoring. I'm pretty new to all of these concepts and I'm a bit concerned. I have a Thermaltake Versa C22 case. Is this normal?
If not, what should I do?

80-90 are still safe temps. However, i would not like for my gpu to run hotter than 80 celsius. Try to improve airflow in your case, that will help for sure. What model of gpu do you have?

Is the GPU brand new aswell?
Does the fans on the GPU start spinning, asking since you didnt mention what fans are actually running.
Does that case actually just have 1 fan in the back? Couldn't find anything about it online, if thats the case I would try to add more fans, ATLEAST 1 fan for exhaust and 1 fan for intake.

You have a problem somewhere. Adjust fan speed using MSI Afterburner to 50%(more noise for sure). Also work on adding fans in your PC case. Make sure room temp is also suitable.
Although it's safe for a gpu to be in 80s C I'd not recommend to use it that hot. Also keep in mind that GPU temp. is the only temp you can be aware of. Memory and/or VRMs could be higher that what you can measure.

I run my fans at 80% and mostly lower graphics to get 65 degrees. I have two fans on the back of my case(one in, one out).

I have two fans(1 exhaust, 1 intake).

You didnt answer my other questions above though,
