Is my gpu temp really high?

I have a gtx 960 4gb windforce x2 and when i play witcher 3 at max settings after 1 hour i get 70 degrees is it bad? also could you tell me what temp limit does on msi afterburner? i set it to 80 degrees what does it do?

Nope, nothing to worry about with that temp.

As far as temp limit in Afterburner, I believe that once the GPU hits that temp it throttles to keep from getting any hotter. So if you set it to 80, if your GPU hits 80 it will reduce frequency (and therefore performance) to keep its temp at or below 80.

70 degrees is just fine for your card. As outlined by the GeForce website, your cards thermal limit is 98c, at which point it will start to permanently damage your card. DO NOT take this to mean you should overclock until you get your card running at 95c, just because you can. The cooler your card is, and the further it is from it's thermal limit, the better.

As for the temp limit, I'm fairly sure it has the power to downclock your card should it ever reach the specified temperature limit. If I were you, I'd put it up to 90c, as 80c is just fine for your card to run at.

70C is fine when you set temp limit when the temp reaches that limit it will not let the card start drawing more power to rase the temp futher.

You are exactly right. Throttling is your card lowering it's clock speed to avoid high temperatures. As for your idle temperatures, both very good for an air cooled system.

Actually your not exactly right the thermal limit is 100% depending on the power draw. More power more heat the clock speed has nothing to do with heat just the power draw. Although down clocking will lower the power draw.

Power draw = heat. Lower the frequency > lower power draw > less heat. That, and I guess if you lower the frequency the GPU may be able to operate stably at a lower voltage, so maybe that helps reduce power consumption/heat as well.
