Measure resistance from Vcore to ground on the GPU die size of the inductors. If there is a short, then the GPU probably got 12V and is junk. You can also double-check by testing diode drop from Vcore to ground. If there is a chance the GPU might still be good, the voltage drop should be at least 0.4V.

Hard to tell from the picture how bad the damage is, you'd need a high resolution close-up on the damaged area. That said, anything bad enough that the PCB solder mask has burned off is definitely going to be a tough fix.
