is my graphics card fried?

so i purchased a gtx 980ti ftw and its horrible. my old 1050 rank ALOT better than that and i purchased it used and im trying to figure out why. evga tells me it is defected and my seller claims its my computer which doesnt make sense. here are my specs could someone tell me whether the card may be fried or its my parts

Did you uninstall the old driver before installing the new card?

Google DDU and uninstall and then reinstall the driver.

FYI you have a very low quality PSU. Although the 980Ti may work on it I wouldn't trust it not to fail. You should upgrade it asap.

sizzling now what do i do after uninstalling? run the cd and update drivers?

Download the latest driver from the Nvidia website. The one on any cd will be very out of date.

The 980ti needs a 600~650w card and yours may be low power throttling. Get a good quality 650w for the card.
