Question Is my graphics card working properly?

So I've recently been getting into Grand Theft Auto 5, but I don't like the frames I'm getting on the very high settings. I usually get around 60 but it tends to dip under even if I switch to a lower graphics settings. I don't understand why this is happening. This is my build:

Is my 1070ti being bottle necked or misfunctioning some how or is gta 5 too much for it to handle? Let me know if I need to provide any more information to this problem.
