Is my i5 3570 the problem to my stutter in games?

I have looked all over and no answers. Maybe you guys/girls can help.. I have recently been getting into the game scum(open world survival game) I am having stutter issues... I sometimes will go away for about 25 minutes then come back. It also becomes worse in cities... my current build.
i5 3570 @3.40
Gtx 660ti
12.00 gb RAM

Some games are unoptimized, typically these are 'early access' games. So don't judge performance by those kinds of games, since the problem is the game not your computer.

Open world games can use a lot of CPU. They can also use a lot of GPU. So then, use something like MSI Afterburner to monitor CPU and GPU usage while you run a game. Does either one of them spike to 100% usage at the same time you notice the stutters?
