Is my idle gpu temp normal?

I recently got a MSI rx 470 gaming x 4gb. This is my first custom cooler card and noticed the idle gpu temp is ~49C and this is the fans running at 0 RPM (silent mode). I found this to be strange because reviewers were reporting idle of temps of 37C-40C. Should I be concerned or is this normal?

My cpu temp is ~31C
I have two 140mm fans (1 front, 1 exhaust)
Room temp is ~24C

If the card is in silent mode, 49 degrees should be OK.

"At idle (or when GPU temperature is less than 60°C), the fans do not spin (Zero Frozr technology)"

so any temperature below 60 degrees is perfectly normal to keep fans stopped.
