Question Is my Intel stock cooler dying?

I built the PC a year ago so I don't think it should be dying yet. It is significantly louder than it used to be and it seems to "rev up" for no reason at all. It sounds like my lawn mower. The link below is a video where you can hear it. Please give me your recommendation on whether or not I should get a new CPU cooler or not. Thanks.

Sounds like the fan bearings are failing, causing it to howl like that. A cooler master Hyper 212 Evo is a good replacement for not much money
