is my laptop doomed

screen froze and powered off. laptop came back with "windows boot error" on black screen. will not go anywhere else. no disk since 8 came installed.

Boot into safe mode (http://www.howtogeek.com/107511/how-to-boot-into-safe-mode-on-windows-8-the-easy-way/)

Then do a proper shut-down of the computer.

If the problem persists, then you will have to reformat the PC. Some Windows PC's allow you to reformat right through the OS without a CD.
