Is my laptop running far to hot? (90 - 100C?)

Hello tom's hardware! I have been browsing here for quite a while however i have only just signed up, so if this question is setup wrong, Sorry!
Anyway on to the question!
For quite a while my fairly old laptop has been having heat problems (once it was brought...) and it is only a £300 laptop at its time so dont expect anything great... But for the last 2 months the heat issue is so extreme that it feels like it is burning my lap. *Sigh* I then was got a few utilitys to find out how hot it was. Found out at idle it is sitting at around 60C and just basic text editing or a basic browser pushes it to 75C. On full load it was at 100 - 110C before i took matters into my own hands.
Because i have a gaming pc and i know how dusty they get i took the laptop apart to clean it. Suprisingly it was not that dusty. So i cleaned the fans and checked everything. Put it back together and it was just the same. Oh and before you all say check the fan, its working 60 - 100%
I can feel that it is getting airflow and i had even put it on a flat table just to make sure. After a week i decided to get a downgraded cpu with a lower TDP of 25w instead of the 35w cpu it had hoping for it to work. Well it is, only hitting 105C max and 100C for light gaming or browsing on firefox. At idle it is ONLY 50 - 60C! So yea, any help? Oh and checking the cpu clock it drops to 800mhz from a 3.0ghz base clock.... Oh and the game is just either flash games or minecraft.
I have also tried changing BIOS settings.. (I reset in the end)

Cpu: was a AMD Anthlon II X2 Processor (2.1GHZ) Its now a
Operating system: Ubuntu, Windows is just FAR to slow...
Grapics card: ATI Mobility Radeon HD 4250
Ram: 8gb somthing (upgraded from 3gb base)
Hardrive (just in case lol): 250GB HDD WD
Running of AC, Battery it just kills in 10 - 20 mins... supposed to last 2 hours.... (30 mins max on power saving)
I dont know any other info u need, so please comment! (My first time!)

Please remember that this is a LINUX pc so i cant do windows tips..
It does seem rather insane considering my gaming pc only hits 55C max and 50C normal while hardcore gaming. While at a 1ghz overclock and overvolt.
