Question Is my mobo or cpu dead?? Tried everything

They are both old yes but before i go buying a new one i would like a little help.

Over the past week or so i have been getting freeze ups and that loud buzzing noise. That require a restart to fix. Also i am getting bootups where its black screen everything powered up correctly and then i restart and it boots normally. Well today i tried booting cpu and fans spin for 1 sec and power down.


Tests i have done.
PSU is fine did paperclip
Tried booting without ram
Unplugged replugged everything back in
Reset the cmos
Visually inspected mobo for bad capacitors. Did not see any

The cpu and mobo are both round 6 years old so its about there time one of them anyway.

Paperclip test only tests if the PSU can physically turn on, nothing more. What's the exact PSU you have? Finding out where the buzzing sound comes from would greatly assist in diagnosing the issue.
By buzzing i mean through my headset when the computer locks up and needs to be restarted like a hard crash but EVGA 400w standard. Thanks for help in advance :)
