Is my Motherboard bad or PSU?

I recently got a new Graphics Card and got a new Power Supply. My old Power Supply was an Antec VP 450

and my new one is a EVGA 600B

My old Graphics Card was a Radeon HD 6570 and it worked perfectly, my new one is a HIS RADEON 7970. I bought the EVGA 600B because the Antec VP 450 Only had a 6 pin connector but the EVGA has 2x 6+2 Pin connectors for the 7970. My motherboard doesnt beep when I turn it on. All my fans work I have 4 120mm fans and a cpu fan also the fans on my 7970 work. I checked to see if all of my cables were plugged in correctly and they were. I don't know if my new PSU is bad or my motherboard is bad can you guys help me? Everything runs but my monitor won't show anything

Im almost certain its the mobo now. When I plugged the other GPU in the fan didn't even run and there still were no beeps. The 6570 doesnt require any pcie cords it just gets all the power from the slot. The mobo only beeps when I take all the ram sticks out. Its just repeated beeping
